Freedom of conscience, by virtue its nature, exists simultaneously in a legal and moral dimensions. The analysis the doctrine, legislation law enforcement practice suggests existence (formal) (substantive) problems associated with it. formal problem freedom conscience is identification this much narrower religion. approaches existing Russian science regarding concept allows us to group them two main approaches, namely, restrictive approach expanding approach. In practice, prevails.
